The town of High Reaches was discovered in 985IY/2838EC by members of [[the House of Concordant Cycles]]. After much negotiations with all native races in 2939EC, an agreement was made to turn the town into a trading town for all friendly races of Eramere, with equal access to its abundant resources by each race. Clean up and construction progressed much swifter than usual, and soon the town was ready to begin taking in residents.

Founded after the Fall of Atalan, the original Council was made up of the ambassadors of each race. They worked tirelessly to finalize the settlement of High Reaches, and offer aid to the human refugees as they began a new venture on the island town of [[Torica]]. The Council represents the governance of High Reaches, reviews all legal matters deemed a serious concern, provides a dialogue between all of the member races, ensures that each member race is fulfilling their end of the charter, and oversees all new additions to High Reaches.

It is in fact the primary school for all young residents of High Reaches as well. Teaching a variety of subjects from literacy to geography, magic and spell craft, students of all ages can be found within.

The Militia was a collaborative force made up of all races within High Reaches, and consisted of a City Force that tended to security inside the city, as well as law enforcement, the Field Force which was involved in scouting and threats outside of the city that would effect High Reaches, and lastly the Citizen Force.
