The Council Decree of spring 984IY

Let it hearby be known that from this day forward, that the city of Atalan no longer considers every mage, wizard or sorcerer who does not study within Atalan, a heretic.

Too long have the taxes collected by the city been wasted hunting those who have discovered forbidden parchment while exploring outside the city, or those whom have come under the influence of the Obelisk while staying within the city without their own knowledge of such. It is acknowledged that the spread of the phenomenon known as the Arcane has hit an all-time high, and is no longer limited to only those of Halmorian, Lakoi, and Valkshir birth, but all races of Eramere. With the emergence of the new knowledge that Ephaesus himself supports the use of the arcane, it is also no longer possible to declare that it is heretical to study such magic.

An agreement has come to be made amongst all those within the Council of Atalan, and is proclaimed henceforth:

All mages, wizards and sorcerers who wish to practice arcane magic within Atalan and its vicinity, of any race, will be required to carry a license of arcane registration.
There are to be two forms of this license -

Primary License: Those who have committed to study under the tutors of the Obsidian Academy. Offered freely.
Secondary License: Those who have magical talent but do not wish to study within the school. Registration fee of 1000 gold.

All those who carry either such license will be free to move at will within the city, and practice their art, should it bring no harm to oneself or others. Those carrying a Secondary License will face greater consequences should their talents cause any breaches of any laws, compared to those of Primary License, because of the choice of such lack of mentoring. Regardless of license, each must be renewed yearly, noting one's primary location of study.

Please Note:

• Non-Academy members whom specifically teach the art of wizardry to another will, if found, will suffer a penalty of 10,000 gold coins.

• Non-licensed arcane practitioners found guilty of commission of a crime will be hung to their death.

• Asking to see an individuals registration may only be done by authorized individuals within Atalan or its vicinity.

• Practicing forbidden magic will still be dealt with harshly. This includes but is not limited to:
  • The study of the dead and undead in such a manner as to be contrary to Overseer purview
  • Practicing in forbidden areas within the city
  • Experimentation on coerced, imprisoned or otherwise incapacitated intelligent creatures with the exception of prisoners of war.

• Those who are heretics - that is, solely, practitioners of unauthorized cults or dealing with such cultists, will continue to be sought and burned.

• Trafficking and sale of arcane scrolls will remain under the purview of the Obsidian Academy
