When settlers first began to arrive in Atalan in the year 962 IY, the Legion was in control of the city by the Lord Emperor's will, along with the fledgling Auxili. While many within the House of Concordant Cycles ensured that settlers had places to stay and knew where to find food, it was the Legion that determined most matters of direction and governing within both the initial preparations of the city and the first few year of settlement - as much as the Nobility might have wished otherwise.

This all changed during the course of the Long Night.

The Legion, while skilled, could not control the city while rioting was rampant, and the bizarre manifestations stalked the streets. Not only was the security of the colony turned on its head, but incidents continued to rise of other occurrences that they could not control - smuggling, unsanctioned mages using the arcane in the streets, thieving and looting, and charlatans of all kinds extorting thousands of gold for a chance of safety. It was at this time that both the Silver Pieces Mercantile and the House of Atalan were afforded more concessions from the Empire, and both, along with the House of Concordant Cycles, attempted to gain control over the situation at various times.

It was not until all four organizations worked in tandem, setting aside their competitive grudges in order to drive back the cultists and manifestations, that they were actually successful. By this point, almost all contact with the Empire had been severed to prevent any transference of the taint of madness spreading from the Beyond. With none willing to back down and release their control and position within the reclaimed city, they have since been forced to work together. Thus began the reign of the Council of Atalan, in the year 968IY.

Current members of the Council include Countess Sabiana von Strathorne, Nicholas Manston of the Silver Pieces Mercantile, Curate Genevieve Aglionby of the House of Concordant Cycles, and Imperitor Julius Palmer. In recent years this Council has created a number of new laws, and distinct divisions pertaining to which organization might have authority over which matters of governance. However, it is well known that the Council is notoriously inefficient, being constantly at a deadlock in all but the simplest matters, unless one side might find a way to persuade the others. While some believe in time, one of the organizations may attempt to rise above the others, all are wary of continuing to remain within the good graces of their true leader, the Emperor.
