Located on the Island of Samaras, New Halmor represents the most recent attempt by the Halmorian Empire to establish a presence on the continent of Eramere. New Halmor was fortified and founded mostly by happenstance during the invasion of Torica in 2284EC. The Halmorian invasion force had hoped to take the Toricans by surprise, but were unprepared for the arrival of the Kalimvaran fleet and the storm that disrupted their initial landing. Forced to chose a new landing site, the Halmorians made for Samaras as it had a significant number of trees that could be used for nautical repairs, and quickly constructing a fortification.

The island had been one of the finalists for the eventual settlement of Torica, however, it was found that the soil was too acidic and unable to support any sort of sustainable food production. The large amount of timber available did allow the Halmorians to keep up their fleets and construct ample fortification, but the lack of food production was the main reason for the Halmorians capitulating to the demands of the High Reaches' envoy, that had threatened embargoes if the three powers refused to negotiate.

After the invasion and the uneasy peace, the Halmorians settled in and immediately began to increase their fleet, expand their settlement and see to establishing a fishing fleet to offset their dependence on outside food sources. The arrival of reinforcements a few weeks after the events surrounding the invasion of New Halmor offered the Halmorian settlement more workers to complete the construction of their new home, though the increased population did put a strain on the already meager supplies.

Over the course of twenty years, New Halmor has grown and expanded into a semi-self sufficient colony of the Halmorian Empire, complete with fishing fleet and regular trade ships moving between the Empire and Eramere. The settlement is broken down into three main areas: a fort complete with barracks for the Legion that is off limits to all but the Legion and the governor, a small temple for the worship of the Eight where all are welcome to worship the True Hymn, and a trade market located near the docks for supplies to be traded and sold within the settlement and any visitors. The Halmorians remain as haughty as ever, though the tenuous situation with food and supplies has kept their arrogance at much more manageable levels than in the past. Rumors abound of the Halmorians being up to something, though no one has been able to prove any wrong doing.
