No one really knows for certain if there is an actual thieves guild, or what name they actually prefer to go by.

However those with a modicum of business sense and intelligence are certain to come to the conclusion that there are a lot of shady deals that go on behind the scenes within Torica, and always have. Rumours of theft, protection schemes, blackmail, and worse persist among those who have an ear to the ground. There are also some people in Torica, that Toricans generally know that you just don't mess with. Whether it is the Shipbuilder's Guild, the Merchant's Guild, the Fisherman's Guild, or the Dockworker's Guild that takes up the brunt of it is debatable, but one of them is sure to be pulling the strings.
