As of this date 985IY, the restrictions, sanctions and concessions of Atalan Organizations are now as follows:

Each Organization (except the Legion) relinquishes any claim to security of their districts, with the exception of their own residences and as noted below:

   *The House of Concordant Cycles Temple
   *The Obsidian Academy
   *House von Strathorne
   *SPM Headquarters and any primary offices
   *Other private buildings without cause to enter

The Nobility will be the second major financial backer of the 985 Atalan farm project, working closely with the SPM to ensure its success. The Nobility is to become more active in the affairs of Atalan as a whole.

The Legion now has full jurisdiction and bears full responsibility to patrol and make arrests inside all areas within Atalan, as well as all areas immediately around the city of Atalan to the near border of the Frothing Otter land grant, and the farthest edge of all SPM farms, with the exception of the areas noted above. The Legion is expected to patrol, protect, and enforce law on all humanoid beings within the farmland areas. Construction of additional physical protection is to be begin immediately under the direction and funding of the Legion.

The SPM is to undergo immediate recruitment of the workforce necessary to plant all late summer crops and harvest what is available, now that security is arranged for the area. Land around Atalan is given as needed without restriction to the SPM for the creation of more farms, both this year, to double in size in the following year. The fishing industry will be expanded, and the construction of a suitable drydock must be begun before winter comes. The SPM relinquishes any claim to security within the docks area, outside of their own major buildings and holdings. Crimes committed within SPM warehouses and boats are now open to supplementary investigations by the Legion & Auxili.

The House of Concordant Cycles is to arrange for any divine aid that will enhance the growth of the crops or protections of the farms and city. They are also to undertake full responsibility, provenance, and expense over all schools, hospitals, and other such public works regardless of location within the City. In this, the Obsidian Academy must now also contribute to group projects that will enhance Atalan as a whole.
