Step One

Create any unrecognized group. This group is a non-recognized group and can just be for a short-term project or whatever is needed by the PCs. However, if they wish to get any of the perks as posted below, they will need to meet the criteria that follows.

Step Two

Become an Unofficial Organization. That is, unofficially recognized by High Reaches or any other Settlement. This name does not reflect whether it is sanctioned or not, simply if it is recognized in any significant fashion whether good or bad.

A

Unofficial Organizations must have no less than two (2) active character members who are not involved in any other faction, and a minimum total of five (5) active members. Failure to maintain this number will likely result in the faction being disbanded as an unofficial organization (can still be an RP group in the meantime). NPCs can count as active members in some cases at the discretion of the DMs.

B

Unofficial Organizations can request an in-character forum provided they meet the following criteria, submitted to any Senior DM:
-Must have a group, guild or faction name.
-Status or titles of any kind are given to a minimum of three active members.
-Must have a regular (or a handful of, in the case of secret groups) meeting location in game, which can include the local inn or pub.
-Must have a guild charter declaring both the reason, purpose, and goals of the group that is accepted by DMs, including intended actions or goals attainable in the near or moderately distant future.
-Those organizations that are not secretive will be expected to advertise and recruit members who pass their initiation tests and can be trusted to perform within their organization.

C

To become an Official Organization, they must have a minimum of 6 active characters (four of which who are not in any other factions), and must be continuously active with significant RP contributions for a minimum of three months RL time.

Step Three

Become an officially recognized organization. Again this does not indicate whether an organization is sanction or legal in any particular city.

A

Official Organizations must have no less than six (6) active members, four (4) of which are active PC characters who are not involved in any other faction. Failure to maintain this number may result in the faction losing status as an official organization.

B

Must meet the above criteria for unofficial guilds above, and will always have an in-character forum.

C

Official Organizations must also meet no less than once every two weeks as scheduled in their scheduling thread. More often is always an option.

D

Official Organizations can receive guild items & an npc store for items if they arrange such IC.

E

Official Organizations can receive a guild hall or meeting place in game if they arrange such IC, and can pay for what they wish to build or take over.

F

Official Organization Leaders are expected to involve members of their guild in active plots, take initiative, and create events. Consequently guild leaders are also responsible for the promotion or demotion of their guild members and for their roster to be updated regularly as needed.

G

Official Organizations can receive an upgraded store if they are continuously active for an additional 3 months IRL and make such arrangements IC. At this 6 months of continuous activity it will also become easier to purchase or upgrade a location if they have yet to do so, and have a minimum of 8 members of any kind.

Exceptions

Exceptions to any of the above may or may not be made in certain cases only at the discretion of the DMs. The Council of High Reaches does not count as an active faction or organization for the purpose of including unique characters in other organizations. Belonging to a native race, or being eldryn, also does not count for this purpose.

FACTION STORES

As above, Official Organizations can receive a faction store if they arrange such IC that will have some healing supplies, small unique items and other consumables you can't get elsewhere. A few consumables you can get elsewhere, but cheaper. Uniforms (unstatted).

All Official Organizations will gain 4 separate promotion items that will be requested by their leader upon promotions to a DM who will give them the item in question. (+2-+3 gear)

Official Guilds will get an upgraded store after 6 months of continuous RP from their start, that is open to a certain rank and higher in your faction. This store will have +1-+2 gear.

Faction Stores will be monitored by the item team here, to ensure that all stores have generally equivalent items between all the factions.
